Requisitioner 

A requisitioner is an individual within an organization who has the authority to request goods or services. The requisitioner initiates the procurement process by creating a requisition, which is then sent to the procuring authority for approval.

The term ‘requisitioner’ can also refer to the person responsible for approving requisitions. In this case, the requisitioner is responsible for ensuring that the goods or services requested are necessary and that they fall within the budget.
