Competitive Dialogue (CD) is a European Union procurement process that allows for open, transparent and structured dialogue between the contracting authority and bidders. The aim of this process is to provide an opportunity for bidders to engage in meaningful discussions with the contracting entity so they can present their capabilities and innovative ideas effectively.
