Humanitarian Preparation Phase Definition

The Humanitarian Preparation Phase (HPP) is the first part of the disaster response cycle. It encompasses all activities from the time a disaster is identified until humanitarian assistance is required.

The purpose of the HPP is to ensure that communities and organizations are prepared to respond effectively to a disaster. This includes identifying hazards, assessing vulnerability, developing plans and procedures, and stockpiling supplies.

During the HPP, it is important to involve all stakeholders in the planning process. This includes community members, government officials, aid agencies, and other relevant organizations. Involving all stakeholders ensures that everyone understands their role in the event of a disaster and that there is buy-in for the plans that are developed.

The HPP is an ongoing process that should be reviewed and updated regularly. By doing so, communities will be better prepared to respond to disasters when they occur.
