Invitation To Negotiate

An Invitation to Negotiate (ITN) is a procurement process whereby an organization invites vendors to submit proposals for the supply of goods or services. The ITN typically includes a request for information (RFI), request for proposal (RFP), or request for quotation (RFQ) document that contains the specifications of the project.

The goal of the ITN is to identify a shortlist of vendors who are qualified to provide the goods or services required by the organization. Once the organization has received and evaluated the proposals, they will enter into negotiations with the vendor who has submitted the most favorable proposal.

The Invitation to Negotiate process is used when an organization wants to solicit proposals from a wide range of potential vendors. It is also used when an organization wants more flexibility in negotiating terms and conditions with the selected vendor.
