Prior Information Notice (Pin)
A Prior Information Notice (PIN) is a notice published by a contracting authority, in the Official Journal of the European Union, with a view to gathering information from economic operators, about a possible future contract award.
The PIN does not commit the contracting authority to awarding a contract and is not part of the formal tendering process. It is however an important step in the procurement process as it allows potential bidders to prepare for a tender.
The PIN should include:
– A description of the contracting authority’s requirements;
– The estimated value of the contract;
– An indication of when the contracting authority intends to issue the call for tender;
– The type of procedure that will be used (open, restricted or negotiated);
– Any other relevant information.
