Responsible Procurement Definition

The definition of responsible procurement according to the United Nations Commission on Trade and Development (UNCTAD) is ‘the procurement of goods and services that take into account not only financial considerations but also social, environmental and ethical factors in order to achieve best value for money.’

In order to be considered responsible, procurement must meet the following criteria:

1. It must be conducted in a manner that is transparent, accountable and fair.

2. It must promote competition and level the playing field for all suppliers.

3. It must take into account the needs of the local economy and promote sustainable development.

4. It must adhere to internationally recognized standards such as those set by the United Nations Global Compact.

5. It must be conducted in a way that respects human rights, labour standards and environmental protection.
