Buyer view of a tender: published, supplier questions answered, evaluation in progress
Best tender management software for buyers, not bidders (2026)

Tender management software for buyers helps you issue a tender, collect supplier responses in one place, score them against weighted criteria and record why you chose the winner. For small organisations, oboloo includes this on a free-forever plan with unlimited users. Market Dojo is a UK option from £500 a month billed annually, and Prokuria suits mid-sized teams but does not publish prices. Public bodies should look at Euna Procurement (formerly Bonfire) in the US or In-Tend in the UK, and large enterprises at JAGGAER. Tools such as Tendersight and Sifthub are for suppliers writing bids, not buyers running tenders.

Full disclosure: oboloo is our product. We checked every other tool on its own website on 15 October 2026, and we say where a tool fits better than ours.

Buyer software or bidder software?

Search for "tender management software" and most results are for the other side of the table. There are two kinds:

  • Buyer-side software (often called e-tendering or eSourcing) is for the organisation issuing the tender. You write the requirements, invite suppliers, answer their questions, score the responses and award the contract.
  • Bidder-side software (bid or proposal management) is for the supplier responding. It finds tender opportunities, drafts answers from a content library and tracks win rates.

Tendersight, for example, calls itself "the agent that wins public tenders with you". Sifthub is built for presales and revenue teams answering RFPs. Neither will help you run a tender. If a review talks about bid libraries and win rates, it is about bidder tools.

The tools in more detail

oboloo

oboloo is free-forever procurement software for SMEs and charities. Its eSourcing module is in the free plan, with unlimited users, no card and no expiry. You build RFQs, RFIs and RFPs the way you want them, and switch between a simple RFQ and a multi-stage RFP with one click. Suppliers get a link to a portal where they answer your questions and upload their pricing, without needing an account, and they can send you clarification questions during the event. You compare responses side by side, and you can reopen the event for a second or third round and invite back only the suppliers you want. A ranked leaderboard shows who won and why, and the audit trail logs every score, comment, submission and rescore.

Weighted scoring by section (for example 40% price, 30% quality, 30% risk) is in Sourcing Plus, at $25 per user a month billed annually, with a 14-day free trial. Registered charities and non-profits get 50% off paid plans, for good.

Where it fits less well: if you are a public body that must publish formal notices, or your rules require sealed bids, check those needs against Euna Procurement or In-Tend.

Euna Procurement (formerly Bonfire)

Bonfire, IonWave, EqualLevel and DemandStar have come together as Euna Procurement. It is built for government and the public sector in the US, with a network of more than 1.25 million suppliers. Buyers get sealed bidding, customisable digital scorecards, in-app clarifying questions from suppliers and audit trails ready for FOIA requests. Pricing is on request.

In-Tend

In-Tend is a UK e-tendering system for public and private sector buyers. You can publish tenders of any size, or send quick quotes to a list of pre-approved suppliers. Evaluation uses custom criteria with percentage weighting, and multi-stage tenders let you evaluate returns at each stage and within each envelope. It is accredited to send notices to Find a Tender, Contracts Finder and TED, and holds ISO 27001 and Cyber Essentials certification. Prices are not published.

Market Dojo

Market Dojo is a UK eSourcing tool known for eAuctions. Simple Sourcing costs £500 a month billed annually, £1,000 billed monthly, or £1,000 for a single event. Weighted events come with Pro Sourcing, at £583 a month billed annually, and Strategic Sourcing, at £667, adds advanced multi-stage RFx. There is a free "Sandpit" user with limited functionality, but no free sourcing plan.

Prokuria

Prokuria covers RFPs, RFQs and auctions, with side-by-side comparison of bids, and suppliers can respond without a login. Prices are not published.

JAGGAER

JAGGAER is an enterprise sourcing suite. It runs RFIs, RFPs and RFQs with configurable weights, bid envelopes, an audit trail and public bid publishing. Prices are not published, and it is aimed at large organisations.

How to run a small tender

The method is the same in any tool:

  1. Write the specification. Say what you need, the quantities, the service levels and the contract length. A vague spec gets responses you cannot compare.
  2. Set your criteria and weights before you release the tender. For example price 40%, quality 30% and risk 30%. Tell suppliers the weights up front. If weighting is new to you, see how supplier scoring works, or build a scorecard with our free RFP evaluation scorecard builder.
  3. Release it with a clarification deadline. Give suppliers a date for questions, and share every answer with all bidders so nobody gets an advantage.
  4. Evaluate. Each evaluator scores every response against the same criteria on their own, then you meet to agree final scores. Write down the reason for each score. Our free tender evaluation template gives you a layout.
  5. Award. Record who won, the scores and the reasons, and tell all suppliers at the same time.
  6. Debrief. Tell unsuccessful suppliers their scores and where they fell short. Good suppliers then bid better next time.

FAQs

What is the difference between e-tendering and eSourcing?

E-tendering usually means running formal tenders online, often for public bodies that must publish notices and follow set rules. eSourcing is the wider term: RFIs, RFQs, RFPs, tenders and sometimes eAuctions. Most buyer tools do both.

Do small organisations need tender management software?

Not for one tender a year. Once you run several, or need to show a board, funder or auditor how you chose a supplier, software saves time and keeps the audit trail for you.

Can you run a tender in a spreadsheet?

Yes, for a small tender with a few suppliers. Our free tender evaluation spreadsheet is a good starting point. It gets harder when responses arrive as email attachments, several people score in different copies, and nobody can see who changed a score.

What is a sealed bid?

A bid that stays locked until the deadline passes, so nobody, the buyer included, can see any response early. It is common in public sector tendering. Euna Procurement lists sealed bidding as a feature.

Is there free tender management software for buyers?

Yes. oboloo's free plan includes eSourcing with unlimited users and no time limit. Market Dojo has a free Sandpit user with limited functionality. Most other buyer tools do not publish prices. If you mainly need quick quotes rather than tenders, see our guide to free RFQ software, or how to compare supplier quotes side by side.
